I don't know why there needs to be action immediately, but there should definitely be action. The National Security Act of 1947 specifies that the CIA keep Congress fully briefed on current -- and proposed -- programs. Assassinations by the CIA have been outlawed for about a generation. And the Vice President has no authority to order the CIA to do anything. His office is mostly ceremonial, except that he presides over the Senate and sometimes breaks ties. That's in the Constitution. If Cheney did it, it's illegal. But not all illegal actions are criminal. You have to find a charge to bring against him. This issue stopped being partisan a long time ago. It now deals with questions fundamental to the Constitution. Obama's unwillingness is discouraging.
Give me a break. Who cares? Kill every one of those terrorists. They probably hid the program from Congress because they knew the weaklings would demand that the terrorists be brought to America for tea before any rash decisions were made.
I agree it shouldn't have been kept from Congress but I know the reasoning behind why it was hidden. It would've never been allowed because Congress is a bunch of candy asses and we put world opinion ahead of national security! Piss on world opinion! Has world opinion stopped beheadings of captured American soldiers and civilians? Could it have stopped 9/11? I think the idea of going after the leadership of this leading terrorist organization and wiping them out is the most sound thing we could do. Who, in their right mind, cares what happens to them! A terrorist organization attacks us kills thousands of our citizens and does untold damage to America. With approval from congress we go to war to destroy them and put millions of dollars on their leaders heads.

Why doesn't the CIA just call the New York Times and inform them of planned or operational activities.
