why does the politician think all they have to do is raise the taxes, some call it increased revenue, but still taxes increased.

This article was already posted on Yahoo. They just re-posted it for a second time. So I will comment for a second time.

CA has the highest sales taxes, highest income taxes and what other state has more 1 million plus dollar homes??? The property taxes in CA are HUGE because of the pure vollume of real estate and the highest prices in the nation, for the middle class neighborhoods!

And stop blaming Arnold! He said 3 years ago the increases in the state budget are not sustainable, he said it 2 years ago, when times were good he asked for the increase in revenue to be used to create a rainy day fund.

Why doesn't any reporter report on that record, I am just a common Joe and remember reading and watching all of this on the news!

You know who ends up paying the most if Prop 13 goes away, all teh seniors that have there house paid off and are trying to retire in peace, now boom taxes go from 1-2 thousand to 5-8 thousand!

California needs to file for bankruptcy in order to opt out of union contracts, reduce salaries, and slash benefits and pensions. The problem is not tax collections but rather the bloated government expenses and mandates. Need to make unions illegal in Government as they are dragging the whole nation into bankruptcy!

The problem is not Prop 13, but that in the past 30 years the legislature has been unwilling or unable to disapline itself and stop creating new programs that rob essential programs of funds. That and the overblown public pensions that eat up more and more resources. The last person to fix that will be Bob Hertberger. He was nothing as Speaker of the Assembly.

We've all heard the saying "As goes California, so goes the Country"... scary! Prop 13 and loss of tax revenue is not the problem that has led CA to this situation... rather the policies the liberal based government has relentlessly pursued. CA has some of the highest taxes in the Nation... the highest number of welfare and other public aid reciepents, a huge number of illegals growing families, and illegals running some of the most dangerous street gangs in the Country.

CA has made soft choices to satisfy the liberal agenda and that is why the State is in fiscal distress. It's NOT because there is a loss of tax revenue... especially not due to Prop. 13.

Prop. 13 is merely evidence that property owners were pissed off about government waste 30 years ago and tried to do something about it. You got the headline right, but Prop 13 was/is not the problem. Prop 13 is one of the greatest laws ever passed and saved thousands of older people from loosing there homes due to high taxes. The 30 years in the making to CA debt is the illegal immigrates that are sending there money out of country, getting medical care and not paying for it, kids in school and not paying taxes. We the American People are NOT stupid and are not going to take it anymore!

Blaming Prop 13 and creating a race war, that's all this article does. Liberals have been in controll of the state legislature for much of the 30 years you mention. Our taxes have been raised, unions have had too much control and now we have the federal government coming in trying to control things. We need to scrap the whole system and go back to conservative, multi-racial roots.

Placing the "blame" on Prop 13 is simplistic and absurd. Congress continuously has refused to make the decisions necessary to keep California financially viable. Each year the budget comes before the two houses of Congress and our elected officials worry about what they have to do to get re-elected--not how to balance the budget and do the best for the state.

I'll tell you what ! This crisis has been 30 years in the making because of 30 years of liberals being in charge of the legislature and the public school system. The people enacted prop 13 because too many people were losing their homes due to ever increasing taxes. Anytime the liberals wanted more money for thier socialist programs, they would raise property taxes. People actually lost their homes because of this. You're damn right we put a stop to this draconian taxation!

The problem is not that it is too hard to raise taxes in California, the problem is that the democrats cannot control their addiction to spending. STOP SPENDING SO MUCH MONEY AZZHOLES!

One always points to Prop. 13 as the tilting point. Please folks! The legislature is way too generous with prison guards, welfare individuals, generous pensions, and on and on. Added to that are props that tie peoples' hands. Get off that prop 13 dealie. It is time to cut spending. The money won't be rolling into the coffers anytime soon. Pretty soon there will be a lawsuit mandating that tax payers have to dig into their wallets to make sure the have-nots have something. that will be the time for individuals to come out of the closet and storm the capital.

More pointing the finger at prop 13. If you look at the property tax statement you will see additional fees like school, fire, water, hospital and other bond fees. There fees range from .5 to 1% added to the 1.4% property tax fee, depending on the city. Every year there is more bond fees. That is how the government get around the prop 13, just add more bonds. Please stop the BS. This article was written for the unions.

Don't blame this on prop 13. Blame ALL of California's problems on the excess programs that have been put on us by the liberals. Our schools are going down the tubes because of the extra teachers that have to take care of the non english speaking students. Any other country and you would have to learn the language. You should see our ballots for voting. Every language imaginable is printed. Sorry, if you don't speak our language you should not be able to vote. Our politicians are crazy, some of the judges, especially circuit court 9 are nuts. We're in a terrible mess. Time for a revolt. That's the only way California will be saved. I love this state and I am heart broken to see what is happening.

Budget solution in three easy steps:

1. Legalize marijuana.
2. Sell through established ABC outlets and tax at minimum 50% (maybe even 100%...people will still pay if the product satisfies them).
3. Use the millions (billions?) of dollars to close the budget gap (and show the other 49 states that this is a legitimate method of fiscal solvency).

...not to mention that if this takes off in enough states it would cripple the various drug cartels (READ: very bad men) who are presently taking all of this money for themselves on the black market.
