Obama did not chide Putin for keeping "one foot in the old ways of doing business." That was a compliment from BHO...he wants to make our country into the USSA.

Putin is a cautious leader who doesn't like rapid change, but who does realize the need for it. He laid a foundation that Medvedev is building on.
With luck and hard work Medvedev will be able to improve things further.
