What Biden really meant to say is that there will be plenty of make work jobs available next year right before the election. This will fool enough people into thinking that things are getting better. This is what the politicians did in the great depression. After the election was over and the democrats had been re-elected the jobs disappeared and the economy went into the toilet again.

Selling a meritocracy is done by getting the public at large to require it. As you can see from the rantings above they are coming along just fine.
