What the story fails to mention is GM's elephant in the living room which also goes by the name of pensions. For every employee building GM cars, there are two other employees being paid a pension and generous health care benefits. While I'm not suggesting that these individuals should be cut off, there needs to be some resolution to this problem, or GM will never bring costs in line with other manufacturers.
When are these morons going to quit being puppets of the oil industry and start making alternative fuel cars as commonplace not the exception. We have tons of natural gas that can fuel cars and relieve our dependence on foreign oil. Until they have better products to offer, I will continue to buy foreign. These dumbshits need to get a clue and learn from the last 35 years of making mistakes. Either comply or die.
The use of robots is necessary to improve the quality of cars and costs, but unions have blocked many of these things. Many it would be better to let the big 3 go to bankruptcy and reset the process. They could shed themselves of the pension and health care costs in the same manor that the airline industry. If the union really wanted to kept their jobs they should enter a partnership with the big 3 and reduce their compensation in return for a profit sharing bonus program. It's a win win for both.

gm needs to be gm,chrysler needs to be chrysler,and ford needs to be ford.
ie: combine the dealerships to just sell gm products,etc.etc.,
cut the huge salaries to all of the needless vice presidents and figure heads that only worry about what prep school thier drug addict kids are going to go to.

Part of any government subsidy should be the following requirements:
1. Fire the current board and senior management of these companies - WITHOUT ANY FURTHER COMPENSATION. This is what happens to normal people when they are laid off - so the execs should suffer the same fate for failure.
2. Offer better management (such as the Japanese or Germans or Indians) a DISCOUNTED BUY-OUT to incentivize them to buy the failed companies
3. Tell overpaid UAW to go fly a kite and get retooled. No large professional-sized paychecks for watching the clock tick.
I would happikly support a bailout if the above conditions (and I am sure other Americans could add to them) are met.
